The framework at a glance
Use clear expectations and consistent evidence to identify strengths and development needs.
The approach
Identify relevant strengths, development needs and unanswered questions using clear role expectations and a consistent assessment process. HR Delivery helps organisations decide what evidence is needed, gather it fairly and translate findings into practical action.
The Capability Assessment Framework, or CAF, is a consultancy approach to evidence-led assessment. The model draws on established assessment practice and relevant HR Delivery competency content. It is not a claim that any particular questionnaire, score or selection rule has been validated.
An assessment is useful when its purpose, criteria and limits are clear. A development conversation, a technical assurance review and a recruitment decision can require different methods and safeguards.
CAF begins by agreeing the intended use, the role or work in scope, who will see the findings and who remains accountable for decisions. It separates current demonstrated capability from aspiration, self-confidence and future potential. A person’s opportunity to demonstrate a skill also matters: missing experience can reflect unequal access to assignments rather than inability.
At organisational level, capability depends on processes, tools, capacity and coordination as well as individual skill. Findings therefore consider the conditions around performance before recommending training.
What you can take forward
Role expectations, suitable methods, participation arrangements and the evidence needed for each criterion.
Observations and assessor judgements connected to the required standard, with limitations clearly explained.
Priority learning and supported assignments, together with the evidence that will show progress.
CAF · In practice
Agree the question, population, intended decisions and exclusions. Establish participation arrangements, confidentiality, access needs, feedback and routes for correcting evidence or challenging conclusions. Clarify whether participation is developmental or part of an employment process.
The stage produces an assessment charter. It records accountable sponsors and assessors, the permitted uses of information and the conditions that would require the design to be reconsidered.
Define the work outcomes, relevant competencies and required level of contribution. Use current role analysis and professional input rather than generic assumptions about seniority. Specify any essential requirements and distinguish them from capabilities that can be learned after appointment.
The Competency and Capabilities Framework can supply this architecture. CAF checks that each criterion is sufficiently clear to assess. The U.S. Office of Personnel Management (OPM) likewise places job analysis at the foundation of assessment and selection. OPM job analysis guidance
Match each criterion to an appropriate method and observable evidence. A work sample may show practical execution; a structured interview may explore decisions and experience; a scenario may explore judgement. Self-reflection and relevant feedback can add context.
Agree instructions, evidence standards, assessor preparation and review arrangements before assessment begins. Pilot unfamiliar methods. The plan should explain what each method can establish, what it cannot establish and how conflicting findings will be examined.
Collect evidence using consistent procedures, accessible materials and agreed adjustments. Capture observations and work products before drawing overall conclusions. Record the task, date, context, support provided and the participant’s contribution.
Use proportionate methods. Work samples should reflect relevant job tasks, with trained assessors examining behaviour or outcomes. For selection, consider whether the capability is genuinely required on entry or is expected to be taught. OPM work samples guidance
Compare the evidence with the agreed indicators. Assessors first record their own reasoning, then discuss differences together. This calibration meeting checks whether everyone has applied the same standard and identifies unclear criteria. It should not force participants into predetermined rating groups.
Record uncertainty, contradictory observations and missing evidence. Separate the capability conclusion from the decision it may inform. A human decision owner considers the relevant context, permitted use and consequences.
Give understandable feedback, agree a small number of priorities and identify the support needed. A development action should specify the practice opportunity, feedback source, work evidence and review point.
Revisit findings when sufficient new evidence exists or when role requirements change. Reassessment should test meaningful progress rather than simply reward familiarity with the assessment format.
CAF · In practice
CAF examines evidence through six questions. These are qualitative quality checks, not a weighted score or universal pass mark.
A polished presentation may be relevant to stakeholder communication while providing little evidence of technical accuracy. A successful team outcome may also conceal uncertainty about an individual’s contribution. The checks keep conclusions within the evidence available.
CAF · In practice
Begin with the depth the purpose requires. A development review can use recent work and a structured conversation about a few role priorities. A review across a role family can reveal shared learning needs or barriers. Where findings influence recruitment, progression or professional authorisation, the methods and independent checks need to match the significance of that decision.
Where structured interviews are used, predetermined questions and common rating standards support consistent administration. OPM structured interview guidance Technical scenarios provide evidence of judgement in the situations presented; they do not directly demonstrate every practical skill. Method choice remains dependent on the work and intended use.
From insight to action
The central output is a Capability Evidence Record. It connects each criterion with the required level, evidence source, observation, assessor judgement, confidence limitations and next action.
For developmental reporting, descriptive conclusions can distinguish Demonstrated, Partially demonstrated, Not yet demonstrated and Insufficient evidence. These labels must be explained against the specific criterion. Insufficient evidence is not converted into a low-capability rating, and “not yet demonstrated” describes the observed assessment outcome rather than a permanent personal limitation. Partially demonstrated needs a specific explanation of what meets the criterion and what falls short on sufficient evidence; it should not become a vague middle rating. Where an aspect has not been adequately tested, report that limitation as insufficient evidence rather than implying a capability gap.
Other agreed outputs can include an assessment blueprint, participant guidance, individual feedback, a development plan, assessor calibration findings and an organisational capability report. Aggregate reporting identifies the population assessed, coverage gaps and differences in role requirements. It avoids presenting an average across incomparable roles as an organisational capability score.
CAF · In practice
Business owners confirm requirements. Qualified assessors apply relevant methods. HR oversees consistency and participant experience. Appropriate professional, privacy and legal expertise is involved where the purpose or jurisdiction requires it.
Agree data access, retention and reporting rules before collection. Collect only information needed for the stated purpose and avoid exposing individuals through small-group reporting. Review accessibility, assessor consistency, participant feedback and any unexplained differences in outcomes. Investigate concerns before expanding use.
CAF supports accountable human judgement. It does not automate hiring, promotion, dismissal or professional authorisation. A development result should not be repurposed for a consequential decision without reviewing the purpose, evidence and applicable requirements.
Your questions, answered
It can support reflection and identify questions. On its own, it does not establish demonstrated performance against every role requirement.
No universal threshold is prescribed. Any decision rule needs a justified relationship to the role, method and intended use, with appropriate review.
Report the limitation and decide whether to gather more evidence, narrow the conclusion or defer the decision. Do not treat absence of evidence as proof of inability.
No. It is an assessment design and governance approach. Any psychometric instrument used within an engagement requires separate scrutiny of its supporting evidence and suitability.
An illustrative application
This illustrative example shows the decisions and records the framework supports; it is not a reported client result.
A team is taking on more complex advisory work. Existing capability ratings say competent or developing, but managers use different standards and some colleagues have had few opportunities to handle complex cases.
Frame a developmental purpose and specify one priority expectation: produce a reasoned recommendation from a relevant case, identify uncertainty and explain when specialist review is needed. Design a proportionate case task and review recent work, recording context and support. Apply the six checks before drawing conclusions.
Compare observations with the same expectation and calibrate assessors’ reasoning. Distinguish a recommendation supported by evidence from an assertion with no reasoning. Separately identify where limited exposure leaves capability untested. Agree supervised cases, feedback and an accessible opportunity to provide the missing evidence. Record the finding, limitation and action in the Capability Evidence Record.
After supported practice, review new case evidence against the agreed criteria. Confirm what the participant can now demonstrate and which questions remain. Keep developmental feedback within its stated purpose; any selection, promotion or authorisation decision needs its own justified process.
Put the framework to work
Bring a capability question, an existing assessment process or a priority role family. HR Delivery can help define the expectations, examine the evidence and build a development response that people understand.
