Start with your situation

When this framework helps.

  • Recruitment messages promise an experience employees do not consistently recognise.
  • Leaders want to refresh the employment offer after organisational change.
  • Different workforce groups value different aspects of working for the organisation.

The decisions it supports

  1. What do employees value, experience and see as distinctive?
  2. Which promises can we support with current evidence?
  3. What must improve before we promote a stronger employment offer?

The approach

Strategy-linked. Employee-informed. Evidence-backed.

Align what your organisation needs, what people value and what they experience at work. HR Delivery’s Promise-to-Proof Employee Value Proposition (EVP) System helps you define a credible employment deal, translate it into everyday delivery and keep the evidence behind it current.

An EVP influences expectations long before someone joins. Its credibility is tested in recruitment, manager decisions, development and the experience of staying. A persuasive statement needs an employment deal that people can recognise and an organisation prepared to deliver it.

The Value Proposition Framework connects strategic priorities with the capabilities and talent the organisation needs. It then tests what is genuinely offered, experienced, valued and distinctive. An attribute can be valued without being distinctive, and advertised without being consistently delivered; discovery keeps those questions separate. This creates a practical basis for deciding what to strengthen, what to communicate and which promises need repair.

The result is an employment proposition with clear ownership and agreed approval rules. Leaders can see the relationship between investment, employee experience and workforce outcomes.

  • Six MAGNET diagnostic domains
  • Five connected delivery stages
  • Twelve phases from mandate to renewal
  • Four executive decision gates

What you can take forward

Useful work. Clear next steps.

01

Employment experience evidence

Findings across MAGNET that separate the stated offer, employee experience and the things people value.

02

Promise-to-proof record

Each material employment promise linked to evidence, an owner and any eligibility or delivery limits.

03

Delivery and communication plan

A coordinated plan to strengthen the employment experience and communicate claims the organisation can support.

Six domains reveal the complete employment deal.

MAGNET organises the evidence review. It ensures that visible benefits are considered alongside the work itself, relationships, fairness and sustainable performance. The domains support evidence gathering and interpretation; the external proposition can use a simpler, organisation-specific structure.

Meaning

Purpose and identity: whether people understand the organisation’s contribution and can see meaning in their own work. Explore the connection between stated purpose, actual priorities and the choices leaders make.

Agency

Work design, voice and flexibility: the influence people have over how they contribute. Examine autonomy, opportunities to be heard, practical flexibility and the constraints attached to different roles.

Growth

Learning and career: how people build capability, receive useful development and access credible progression opportunities. Test the difference between available programmes and opportunities people can realistically use.

Networks

Leadership, teams and belonging: the relationships through which the employment experience is delivered. Explore manager support, collaboration, inclusion and the quality of connection across the organisation.

Earnings

Reward, recognition and security: the material and social value exchanged for contribution. Consider fairness, transparency, eligibility and access, alongside the actual offer and how employees understand it.

Thriving

Sustainable wellbeing and trust: whether the conditions of work support healthy contribution over time. Examine workload, support, reliable treatment and the organisation’s ability to deliver its commitments under pressure.

MAGNET is a structured set of inquiry areas. It does not require every organisation to publish six EVP pillars, and it is not presented as a validated psychometric scale.

Five stages move from promise to proof.

The delivery method keeps research, design, activation and review connected. Its twelve phases provide a consistent route while allowing the depth of work to match the decision.

Align

Establish the workforce problem, strategic line of sight, priority audiences and authority to act.

  • Mobilise and mandate
  • Translate strategy into workforce and capability requirements
  • Prioritise talent audiences

The Strategic licence gate confirms scope, sponsorship, research conditions and the resources available before discovery proceeds.

Discover

Build a grounded picture of the employment deal through employee and candidate listening, policy and practice review, operational evidence and relevant talent-market information.

  • Diagnose the lived employee deal
  • Read the external talent market
  • Synthesise truths, gaps and choices

The Evidence integrity gate examines coverage, contradictions, fairness and limitations. A proposed promise must withstand this review.

Design

Translate findings into a coherent enterprise proposition, legitimate local or segment variation, and evidence that supports each claim.

  • Architect the core proposition
  • Build segment propositions and proof
  • Validate and stress-test

The Promise authorisation gate establishes what may be claimed, for whom, with which resources and accountable owners. It also records conditions that remain unresolved.

Deliver

Make the proposition observable in work, services, policies and interactions. Equip the people who deliver it and control the messages used externally and internally.

  • Design activation and moments that matter
  • Launch, equip and embed

Turn gaps into a prioritised improvement plan with manager guidance and accurate candidate information. Before communicating a promise, check who can access it, how it works in practice and whether the evidence covers the employee groups being addressed.

Measure

Keep the proposition current through its final phase: Measure, govern and renew.

The Value realisation gate reviews delivery, experience, fairness, workforce outcomes and cost. Leaders decide what to protect, repair, refresh or retire. Material changes in the organisation should also trigger a review of affected claims.

03

VPF · In practice

Diagnose the gap before choosing the intervention.

A weak proposition can reflect several different problems. An experience gap means a sound policy is delivered inconsistently. An offer gap means an important need is not addressed. Communication and expectation gaps concern what people understand or infer. Capability and equity gaps concern delivery and fair access. A measurement gap means the evidence is insufficient to decide.

These distinctions matter. Rewriting a message will not resolve a manager capability problem. Increasing investment may have limited value if people cannot access an existing benefit. Discovery combines quantitative patterns with interviews, experience evidence and operational checks to identify the decision each finding supports.

Scope can range from correcting a specific claim to a focused health review, a complete proposition redesign or a multi-country programme. The evidence requirements, local dependencies and capacity to implement determine the route and timing.

04

VPF · In practice

Give every material promise evidence and an owner.

The proof system distinguishes aspiration, approved design, funded work, partial availability, consistent delivery and outcome-evidenced or independently assured practice. These are descriptions of evidence maturity, not a public scorecard.

Future ambition needs clear future-tense wording. Pilot or partial provision needs explicit eligibility and reach. A current promise needs current supporting evidence. A proof ledger records the claim, source, applicable population, delivery owner, approval and review point. For a career-development claim, evidence might include the actual route, eligibility, learning time and employees’ experience of using it. A policy document establishes the design; it does not alone prove access or consistent delivery.

A shared enterprise core can coexist with legitimate local variation. Differences should reflect evidenced work or talent needs, with a fairness rationale and appropriate specialist review. Segment research should examine actual needs rather than rely on generational stereotypes.

05

From insight to action

Practical outputs for leaders and delivery teams.

A proportionate engagement can produce:

  • A strategy-to-EVP map connecting business priorities, capabilities and workforce needs
  • A diagnostic of the employment deal, valued attributes and material gaps
  • A shared employment proposition with clearly explained differences between workforce groups
  • A proof ledger and claims decisions with accountable owners
  • Experience standards and a prioritised repair and activation plan
  • Guidance for recruitment, managers and employee moments
  • A measurement and governance plan linking delivery to workforce outcomes

Success measures can include promise integrity, access, experience, candidate choices and observed workforce outcomes. Baselines and definitions should be agreed before activation. Changes in retention or performance require contextual interpretation; an EVP programme should not claim sole credit without suitable evidence.

06

VPF · In practice

Protect employee voice and proposition credibility.

Listening must have a clear purpose, proportionate data collection, protected access and appropriate reporting thresholds. Explain whether participation is anonymous or confidential. Review comments and small-group reporting for identification risk.

EVP listening should not be repurposed for individual employment decisions. AI-assisted analysis or drafting requires approved data handling, human review and explicit limitations. Every published claim remains an accountable human decision. Local employment, reward, privacy and consultation requirements need appropriate specialist advice.

Your questions, answered

Frequently asked questions

Is an EVP the same as employer branding?

The EVP defines the employment proposition and its proof. Employer branding expresses that authorised proposition to relevant audiences. Both need alignment with actual experience.

Must we use six public pillars?

No. MAGNET supports a complete diagnosis. The final proposition should be memorable, distinctive and supported by evidence, using the structure that fits your organisation.

Can we start with one problem?

Yes. A bounded claim correction or experience review can be appropriate when the wider proposition remains current. The work still needs evidence, ownership and a clear decision.

What happens after launch?

Promise owners review delivery, listen to experience and update proof. Governance keeps claims aligned with organisational change and turns emerging gaps into action.

An illustrative application

Make the development promise credible

This illustrative example shows the decisions and records the framework supports; it is not a reported client result.

The situation

Recruitment material promises flexible work and development for every employee. Office and shift-based colleagues have different access, and managers interpret the offer differently. Leaders need a proposition that candidates can evaluate and employees can recognise.

Explore the evidence

Use MAGNET to compare what people value with the offer and its delivery. In Agency, test the flexibility available for each role group. In Growth, check eligibility, learning time and actual access. Listen beyond the most visible groups and record contradictions rather than presenting one average experience.

Agree the next step

Keep claims with current proof, qualify legitimate role differences and remove unsupported universal wording. Give each claim a proof-ledger entry and accountable delivery owner. Prioritise the experience repairs required before broader claims can be authorised; equip recruitment and managers with the same approved explanation.

Review what changes

Check whether colleagues can access the stated offer and whether candidates’ expectations match the joining experience. Revisit the claim when policy, coverage or delivery changes. Use the Value realisation gate to decide what to protect, repair or refresh without attributing all workforce outcomes to the proposition.
